Thank you for your interest in the Powell Police and your desire to know more about us. So just what are we all about? Actually we have defined that and state it in our Strategic Plan which is the first chapter of our policy and procedure manual for all employees. As a 24/7 full service agency that responds to a wide range of requests for service, some of which can be tense, uncertain and rapidly evolving, we know that we can not define a response for every circumstance a Powell Police employee may face. So we have set forth the principles we hold to regarding our role in the community and how we should conduct our operations. These principles serve as a guide that promotes quality and consistency of service. So read on and see what we are all about!
Mission Statement “The mission of the Powell Police is to pursue justice and maintain the public peace and order of the community.” The mission statement sets the boundaries for our role in the community. We work to promote justice through the investigation of crime to clear the innocent and identify the guilty to bring them before the courts for a just disposition. We promote and maintain the public peace of the community in working to prevent and remedy those circumstances that disturb the tranquility of Powell and we work to promote the physical order of Powell to preserve our quality of life.
“The Powell Police recognize that we perform our duties in the framework of a constitutional republic form of government and that we perform our duties under the authority of the United States and State of Wyoming constitutions and their respective laws by the power, authority and consent of the people. To be effective in accomplishing our mission it is necessary to establish a trust-based relationship by being professional public servants with the highest integrity and discharging our duties competently.” The organizational philosophy sets forth our approach to policing. In it we recognize our place and role in a free society that is governed by constitutional principles and the rule of law. These each derive their authority from the people and underscore our role as part of the community. For us to be effective requires us to build trust based partnerships through individual and collective integrity and competence performance. Vision Statement “The vision for what the Powell Police wants to be and accomplish as an organization include, but are not limited to the following:
The vision statement is an expression of our end goal. It is that lofty goal which, on the one hand, we know we will never fully accomplish, but on the other hand is of such transcendent worth that the mere pursuit of it takes us ever closer. Core Values The core values of an organization are those values we hold which form the foundation on which we perform work and conduct ourselves. The statement of core values is actually the bedrock of the department’s operations. Serving as its constitution, the core values clarify why the department exists, what it represents, and how it conducts itself. While there are many similarities between law enforcement agencies, there are distinct differences between each community’s expectations and how its department provides services. There are many values, but some of them are so primary, so important to us that through out the changes in society, government, politics, and technology they are STILL the core values we will abide by. In an ever-changing world, core values are constant. Core values are not descriptions of the work we do or the strategies we employ to accomplish our mission. The values underlie our work, how we interact with each other, and which strategies we employ to fulfill our mission. The core values are the basic elements of how we go about our work. They are the practices we use (or should be using) every day in everything we do. The core values of the Powell Police Department are: INTEGRITY Consistently honorable character that seeks to do what is right. DEPENDABILITY The quality of being able to be relied upon to do my best to fulfill expectations.
Code of Ethics “All Powell Police employees are expected to maintain the highest ethical standards and to perform their duties according to law, department policy, and the articulated values statement of the department. The issue of character is essential to the successful performance of an employee's job. An employee's overall reputation must be beyond reproach in order that an employee may accomplish job-related tasks. An employee must demonstrate excellent character with respect to honesty, maturity, responsibility, loyalty, sobriety, trustworthiness, reliability, discretion and associations with others. All employees shall so conduct their private and public life that the public will regard them as examples of stability, integrity, and morality. All employees must recognize their responsibilities as public servants and regard their office as a public trust and their badge of office as a symbol of public faith. Each will faithfully discharge their duties in a just, impartial manner without compromise, corruption or favoritism, nor condone unethical behavior on the part of any other employee. Each shall recognize their obligations as custodians of public property and exercise careful stewardship of the public resources put under their care. Each employee is personally responsible for their own level of professional performance. Each employee is expected to discharge their duties to the best of their ability and take advantage of every reasonable opportunity to enhance their level of knowledge and competency. Employees will also cooperate fully with other public officials to enhance the ability of all to effectively accomplish our mission of pursuing justice, peace and order for all.” The code of ethics articulates the standard of conduct expected of all employees that is required to earn your trust. This is the standard we strive to hold ourselves to each day, all day, to be worthy of your trust and support. Oath of Office "I do solemnly swear, that I will support and defend the Constitutions of the United States of America and of the State of Wyoming; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge, according to law and to the best of my ability, my duties as a Powell Police Officer." The oath of office is the solemn vow taken by each peace officer of the Powell Police Department in which they pledge themselves to faithfully discharge their duties in the service of our community. It is a serious and binding promise in which each officer commits himself to the mission, values and vision articulated in our strategic plan.
Our People: Our Greatest Asset Now that you know what we are all about, who are we? We are a group of diverse individuals who share a common vision and a common desire to serve in such a way as to make a difference in contributing to a superior quality of life for all citizens of Powell.
